Step 1: Documentation review before any product moves
Qualification starts before a single litre is ordered. Request three things from any prospective supplier: the batch-specific certificate of analysis, a description of the processing route — specifically whether the material is hydrotreated or only clay-treated or distilled — and IP 346 DMSO extract data.
That third item is worth understanding rather than just collecting. Under Note L to Annex VI of the EU CLP Regulation, a mineral oil does not need to be classified as carcinogenic if its DMSO extract, measured by IP 346, is below 3%. Properly hydrotreated base oil clears that threshold comfortably; under-processed material may not. This is a different requirement from the PAH limits that apply to tyre extender oils under REACH Annex XVII entry 50 — a distinction worth keeping straight, because suppliers sometimes quote one when the other is what matters.
This step costs nothing and filters out most weak sources immediately. Before committing to a trial cargo, have a retained sample tested at your own laboratory or an independent third-party lab against the same key parameters the COA claims. This step verifies two things simultaneously: the actual quality of the product, and the honesty of the supplier's documentation. Step 3: Trial cargo at commercial scale
A 20–40 MT trial — typically one flexibag container or a drum lot — sits at the right size: large enough to be commercially meaningful, small enough to contain the risk if something goes wrong. Run the trial material through your standard blend formulation and test the finished product exactly as you would with virgin base stock: viscosity, appearance, and whatever performance bench tests your product specification requires. This is the step where re-refined base oil either proves itself transparent in the formulation or reveals a real problem.

Track COA parameters across your first several shipments and watch the spread between batches, not just whether each one individually passes. Tight batch-to-batch consistency is the real signal of a well-run re-refinery with disciplined feedstock segregation and process control. It's also the green light to scale volume with confidence and, over time, extend re-refined base oil into higher-tier formulations as the track record builds.
